Major Criminal Ring Specializing in the Sale and Distribution of Satellite Signal Decoders Dismantled by the RCMP

Montréal, September 25, 2008 – Yesterday, members of the Royal Canadian Mounted Police Financial Integrity program conducted nine searches and arrested four persons for theft of radiocommunication services as part of an investigation led by the Québec Detachment Federal Investigation Section. Charges could also be laid at the conclusion of the investigation.

The investigation, dubbed operation “Connecteur”, resulted in searches being conducted in several places of business and residences in Montréal, Sainte-Thérèse, Granby, Sorel and Shawinigan. The investigators seized many items, including decoders and computers that were allegedly used to develop access codes required to steal satellite signals.
Through operation “Connecteur”, the investigators intend to demonstrate that the suspects sold decoders and supplied access codes for the purpose of illegally accessing numerous pay television channels. The alleged fraudsters advertised on the Internet, inviting potential clients to come to their place of residence or business to buy and pick up the equipment for approximately $300.
The arrested suspects could be charged with fraud and possession of device to obtain telecommunication facility or service under the Criminal Code of Canada.
The investigation, that was launched in December 2007, is an effort by the investigators of the RCMP Federal Investigation Section in partnership with the Canadian Motion Picture Distributors Association.
The RCMP will continue to pursue appropriate action to enforce federal laws pertaining to illegal business practices such as fraud and theft of telecommunication services. The theft of satellite signals accounts for losses estimated at more than 300 million dollars annually for the Canadian economy.
The RCMP takes this opportunity to promote public awareness of this social evil and to encourage electronic equipment retailers and consumers to refrain from engaging in this illegal trade. The illegal distribution, theft or piracy of satellite signals remain serious crimes in Canada that are punishable under the Radiocommunication Act.

-Thanks for the info.....Looks to me that anyone using a fta receiver for piracy of satellite
signal could be in big time hurt, is that right....My question to U is this....Does the RCMP
have the right to come in your house and check it out? And can the RCMP check U out
without U knowing about it?....Can they go up and down a street and find out that U are
receiving a satellite signal that is piracy????....And if so, What can they charge U with???
Could U get jail time???? Or would U have to pay a big fine???? Just asking for info.

No they can not. Being a former Peace Officer in Ontario, Canada (municipal police officier). They cannot.

The direction of your dish does not warrant probable cause. Nor do they have warrant or a judge ordered warrant to access your premises, to study or observe your hardware settings, programming or content. They may do so illegally or under the home-owners persmisson.

Many home owners provide permission to officers of the law, by submission. They threaten them with jail time, or fines..or both, making the owner submiss and provide them access to receivers, satellite dishes and anything else on the premises.

** Note to those who worry/Use FTA to access satellites **

1.) Do not allow any peace officer (police/rcmp) to access your premises. Tell them they must have a warrant, if not what they are doing is illegal. They must provide LEGAL documentation on what they are allowed to search, what they can confiscate, and everything in between.

2.) Do not tell/admit you are aiming/stealing satellite signals. Tell them you were trying to find FTA satellites and have failed. Admitting gives them a break, and saves them the trouble of building a case.

3.) I cannot tell you to do this, but if you know trouble is headed your way. Damaging your STB unit will prevent any proof against yourself. As well as moving or re-aiming any dishes. It is not against the law to aim your dish at any degree in the sky. In Canada it is illegal to modify your STB box for receiving illegal satellite signals. Especially bell.

Other than that. dont worry. Tell The peace officers as well as the judge that you were un-aware of any law breaking as local satellite shops made you aware of watching satellite legal. Nor did any municipal.provincial police agencies attempt to stop or fine them.

Dont fall for bs. its all bs. and dont succumb to idiots.

Bottom line to all this is-----------You may have a Dish mounted on your property.-----But------it doesn'r mean you are using it.

It may have been left by the former owner or former tenant.

Both providers leave in their wake many Dishes----cause it is cheaper for them to leave a Dish installed at an former subscribers location and mount a New Dish in the subscribers new residence.
So-------Unless they get a warrant to enter your home to see a receiver connected to the Dish mounted how will they ever know.

Hell I am sure there are people living in residences with Dishes mounted on their properties that don't even have Television sets in their homes.

ladies and gentlemen. its called a factory reset.
the modified software is NOT illegal. its what you do with it such as scanning the channels in.
so rescan only the FTA channels (non encrypted) such as NASA if you are on dn.
or if bev happens to have a free preview of a channel etc.
it is not illegal to watch channels on bev or dn if the channel is not being decrypted.

Well if your local drug dealer advertised his product and invited people to his house to pick it up I guess he'd be arrested as well...
