Will Charlie attack soon?

I picked up an observation at another site, which I will report as a rumor.

They declare that old bins such 365 for Pansat, are now working again. This is being perceived as an indication that an ECM is coming.

Does anybody have an idea on the validity of this “information” or care to comment on it?
