			<content:encoded><![CDATA[<div>Contrary to popular belief, this economy and the digital transition have actually motivated more people to subscribe to pay TV. You often hear those in the &quot;future is now&quot; camp say that people are looking for ways to save money and they're looking to free internet TV alternatives and to free over-the-air TV, but it just isn't true. Our first indication of this was a few weeks ago when Nielsen released a study that showed that about 25 percent of those who used to relay on antennas for TV, just switched to cable or satellite instead of getting a free converter box; and now the NPD group is reporting that the monthly per-capita spending on entertainment subscriptions is now up to $115 a month. At this point the internet video movement isn't looking that disruptive after all, but with all the technology out there, we just have to believe that something is going to disrupt the existing archaic model.<br />

Higher up and further left, Jupiter shines as a beacon above the south-southwest.<br />

This is the direction where Lacrosse 2, the brightest satellite visible tonight, will rise above the horizon.<br />
<br />
Although the Lacrosse 2 rises in the SSW, it is headed toward the NNE.<br />
<br />
The Lacrosse 2 satellite performs radar imaging reconnaissance for the Air Force.<br />
<br />
As a reconnaissance satellite, it needs to be able to travel over places such Moscow (55° N) so its orbit has a high inclination, a 68° angle with the equator.<br />
<br />
We can see it rise in the SSW below Jupiter, pass over Fomalhaut in the south, reach its highest altitude in the ESE and then descend towards the NNE, finally winking out in Perseus as it enters the earth's shadow.<br />
<br />
The same satellite is visible Saturday morning, but now we see it on the opposite side of its orbit.<br />
<br />
In the morning we catch up with its orbit on the other side of the earth.<br />
<br />
The orbit remains stable overhead, while the earth turns around on its axis.<br />
<br />
Now, instead of crossing the north-south meridian from west to east, Lacrosse 2 becomes visible in the north-northeast and crosses over the meridian from east to west.<br />
<br />
Initially visible at 5:06 a.m. in the dim constellation of Camelopardalis, Lacrosse 2 goes through Lynx and Leo Minor before reaching well-known zodiacal constellation, Leo.<br />
<br />
At 5:08:45 a.m. the satellite should just about graze the bright star Regulus at the heart of Leo.<br />
<br />
The bright planet Mars is higher up. Only 10 degrees from the zenith, it has a distinct reddish cast.<br />
<br />
Toward the ESE you can see Saturn about 20 degrees above pure-white Spica.<br />
<br />
Brevard Community College presents the laser-animated show &quot;Legends of the Sky: Perseus and Andromeda&quot; under the 70-foot planetarium dome at 7 tonight. This includes a guided tour of the night sky.<br />
<br />

			<content:encoded><![CDATA[<div>DirecTV Group Inc. selected PepsiCo Inc. executive Michael White as its new president and chief executive, bringing in an outsider to lead the company as it looks to sustain its momentum in the pay-TV business.<br />
The El Segundo, Calif., satellite TV provider will look to Mr. White, who will later retire from PepsiCo as the head of its international business, to lead it through increasingly competitive waters. Mr. White will take over Jan. 1.<br />
&quot;I look forward to working with the talented management team and employees as we continue to grow the business, delight the customer and further distance DirecTV's leadership position,&quot; Mr. White said in a statement.<br />
Mr. White, who was once considered a potential successor to lead Pepsi, was seen as the most qualified candidate. The Wall Street Journal reported in September that Mr. White was retiring from PepsiCo by year-end.<br />
DirecTV hasn't skipped a beat since Chase Carey left the CEO position to become top lieutenant to News Corp. Chairman and Chief Executive Rupert Murdoch in June. The appointment comes two weeks after the company reported a third-quarter profit of $366 million amid continued subscriber growth.<br />
Mr. White will face challenges in maintaining the company's course. DirecTV has remained relatively protected from the economic downturn because it was ahead of its competitors in offering high-definition programming and the digital video recorder, features that have proven to be attractive to consumers even as they tighten their belts. It has primarily picked off customers from the cable providers, as well as rival satellite player Dish Network Corp.<br />
But the company faces a growing threat from the telecommunications companies. On one hand, DirecTV partners with many of them to sell its television service along with the phone company's Internet, voice and wireless services. On the other, Verizon Communications Inc. and AT&amp;T Inc.—both DirecTV partners—are focused on pushing their own television services.<br />
Dish, meanwhile, has shored up much of its customer service issues and has picked up steam in the last two quarters. The company added 241,000 net subscribers in the third quarter as more customers stuck to its service.<br />
DirecTV, in comparison, added 136,000 U.S. subscribers in the same period as the company sought to weed out customers looking for more discounts or who tended to call up with service problems. As a result, the company's profit margins and average revenue per user rose from a year ago.<br />
DirecTV is slated to merge with majority shareholder Liberty Entertainment once the unit is spun off from parent Liberty Media. The deal, designed to free up DirecTV to strike partnerships and pursue other strategic deals, is expected to close before the end of the year.</div>

Sen. Claire McCaskill (D-Mo.) is preparing an amendment to the Senate Commerce Committee version of the satellite reauthorization bill that would mandate local TV station service to all 210 markets by satellite carriers EchoStar and DirecTV.That makes it different from the House version of local-into-local carriage in all 210 markets, which says that if EchoStar wants to get back into the distant-signal business, it will have to deliver local TV station signals to the remaining 30 or so smallest markets that lack them.<br />
That volunatary provision was part of a compromise reached between EchoStar and broadcasters and urged by House Communications Subcommittee chairman Rick Boucher (D-Va.), though the deal is threatened by an amendment advancing the timetable for satellite carriage of noncommercial HD signals. The amendment was adopted by the Energy &amp; Commerce Committee, but opposed by Boucher for its potential to unravel the deal.<br />
The draft of the Senate Commerce bill [STELA, the Satellite Television Extension and Localism Act] that was circulated last week did not include a local-into-local mandate, but McCaskill is aiming to fix that.<br />
According to the McCaskill amendment, a copy of which was supplied to B&amp;C, it would charge the FCC with checking up on the progress of local into local in six months after passage, and every six monthns until the FCC has determined that all satellite carriers comply...&quot;<br />
Versions of the bill are working their way through the House and Senate. the Senate Judiciary committee has already approved a version, as have the House Commerce and Judiciary committees.<br />
The Senate Commerce version is scheduled to be marked up in the committee Nov. 19.<br />
The bill reauthorizes satellite operators' license to import distant network signals to markets that lack a viewable version of their own local affiliate. The license will sunset at the end of the year unless it is reauthorized.</div>

NEW YORK, Nov 18 (Reuters) - Media mogul Charlie Ergen relinquished his role as chief executive of Echo* Corp (SATS.O), and named Michael Dugan to run the maker of television set-top boxes.<br />

Dugan, 60, a senior advisor and member of the company's board of directors and, will serve as president and CEO.<br />
<br />
Ergen will stay on as chairman, a role he also holds at DN Corp (D*SH.O). DN was formerly known as Echo* Communications Corp, and spun off its technology assets over a year ago, including its set-top box division, to create Echo*.<br />
<br />
Dugan previously served in several roles at the combined company including president and chief operating officer.<br />
<br />

Greg Jimenez on Thursday pleaded guilty before District Court Magistrate Judge George Cannon to the single charge of unauthorized publication or use of communications, according to a statement from the U.S. Attorney's Office. <br />
<br />
Jimenez admitted that May 10, 2007, he sold a free-to-air receiver to a cooperating witness, and that on June 15, 2007, he loaded a pirate software onto the receiver that was able to unlawfully intercept and decode D*SH Network programming. <br />
<br />
U.S. Attorney Ronald Sharpe praised the investigatory work of the Federal Bureau of Investigation in helping to bring Jimenez to justice. Sharpe also vowed to continue to crack down on piracy in the Virgin Islands. <br />
<br />
&quot;Intellectual property crime is a serious offense that harms the individual as well as the economy. Beyond the immediate financial loss suffered by victims such as the D*SH Network in this case, intellectual property crimes have the associated effects of increasing costs to all consumers. Indeed, law-abiding consumers bear the burden of such crimes by paying higher prices for satellite television, DVDs and CDs. Piracy of intellectual property in all forms will be prosecuted here in the Virgin Islands,&quot; Sharpe said in the release. <br />
<br />
Jimenez will be sentenced on Feb. 25. <br />

It looks like Verizon is getting ready to start sending out copyright violation notices to its customers starting today. Supposedly the letter will instruct the user to delete the offending content but will not issue an ultimatum or threaten service interruption. <br />

Customers of Verizon Communications who pirate music files may soon receive an unwelcome letter from the company. <br />
<br />
Verizon, the second-largest phone company in the United States, is expected to begin issuing &quot;copyright notices&quot; on behalf of the Recording Industry Association of America to those accused of illegally downloading songs from the Web, according to sources with knowledge of the agreement. <br />
<br />
The sources, who asked for anonymity, said Verizon's letter campaign is part of a test, which is expected to begin on Thursday. Jonathan Lamy, an RIAA spokesman, confirmed the existence of the test but declined further comment. <br />
<br />
The move is significant for the music industry because among Internet service providers, Verizon has typically been among the most reluctant to intervene in copyright cases on behalf of entertainment companies. <br />
<br />
&quot;We recognize the importance of copyright and the need to enforce those copyrights,&quot; a Verizon spokesman said in a statement to CNET. &quot;Without that enforcement, intellectual property won't be generated at all. At the same time, it's important for our customers to be assured that they won't have their privacy rights trampled.&quot; <br />
<br />
The letter the RIAA will send to Verizon, and will likely be forwarded to customers, is similar to those issued in the past by other ISPs, such as AT&amp;T, Comcast, and Cox Communications. The RIAA's letter has typically notified customers that they have been accused of illegally sharing songs and informed them that such activity is illegal. <br />
<br />
In the letter, the user is advised to delete the content they distribute. It's important to note that not included in the letter are threats of service termination or interruptions, or any talk of a &quot;graduated response.&quot; That's the term the RIAA uses to describe a deterrent program whereby an ISP gradually ratchets up penalties or warnings to suspected file sharers. <br />
<br />
Last December, the RIAA announced that it would no longer seek to file new lawsuits against individuals accused of illegal file sharing. Instead, the trade group representing the four largest music labels would try to convince ISPs to adopt a graduated-response program. While some companies, such as Cox, have said they will terminate service for chronic copyright violators, most ISPs have shied away from suggesting service termination. <br />
<br />
More importantly, in the 11 months since the RIAA dropped the filing of lawsuits on a widespread basis, not a single ISP has acknowledged a formal agreement with the RIAA. <br />
<br />
As for Verizon, it appears that the company is expanding the antipiracy relationships it has with the entertainment sector. In past years, as many of its competitors began to lock arms with entertainment companies, Verizon appeared to hold back. Verizon fought the RIAA when the group went to court to force the ISP to turn over the name of an alleged copyright violator. <br />
<br />
Verizon also opposed antipiracy legislation important to the film and music sectors. <br />
<br />
Verizon's attitude toward antipiracy seemed to change in 2005, when the company quietly agreed to forward notices to suspected illegal file sharers on behalf of Disney. In exchange, Verizon received the rights to transmit 12 of Disney's TV channels over its broadband network. <br />
<br />
Several other ISPs have recently begun forwarding copyright notices on behalf of the film studios, according to the sources who spoke to CNET. It's not yet clear which other ISPs are involved. <br />

Atlas V launch of Commercial TV satellite scrubbed<br />

The launch of an Atlas V rocket with its commercial satellite payload was scrubbed early on Saturday for an as of yet unknown technical reason.<br />
<br />
The 19-story rocket and its payload -- the Intelsat-14 spacecraft -- were scheduled to blast off from Launch Complex 41 at Cape Canaveral Air Force Station at 12:48 a.m. EST.<br />
<br />
The cancellation of the launch could impact space shuttle Atlantis’ mission to the International Space Station now scheduled for lift off on Monday.<br />
<br />
If United Launch Alliance, the company that operates the Atlas V, can recycle the rocket for another attempt on Sunday Morning, the Atlantis launch will move to Tuesday.<br />

UPDATE: The scrub of this morning’s Atlas V launch was caused by “a temporary power interruption in an electronics component used to control flight events on the Atlas booster,” according to a statement by United Launch Alliance.<br />
<br />
The statement said that the rocket has been emptied of fuel and will be returned to its vertical integration facility at Cape Canaveral Air Force Station so engineers can remove the suspect electronics box for further investigation.<br />
<br />
The statement added that “a new launch date has not been established at this time”  – meaning that space shuttle Atlantis' flight to the International Space Station scheduled for 2:28 p.m. on Monday is likely to proceed as planned. RB</div>
