Just because they've been convicted does not mean they can't be charged again. Double jeopardy says you can't be charged twice FOR THE SAME CRIME. If they get busted again doing the same thing, they can be charged for the new crimes, otherwise you could kill someone, do the time, and be free to kill as many people as you want because you've been already convicted and double jeopardy would attach. Obviously, that's not the case.
